NOTICE OF GENERAL ELECTION
TUESDAY, NOVEMBER 3, 2020
TO THE QUALIFIED ELECTORS OF THE CITY OF TRENTON:
NOTICE IS HEREBY GIVEN that a General Election will be held in the City of Trenton, County of Wayne, State of Michigan, on Tuesday, November 3, 2020, between the hours of 7:00 a.m. and 8:00 p.m. prevailing Eastern Time to elect the following:
United States President and Vice President; United States Senator; United States Representative in Congress, 12th District; Representative in State Legislature, 23rd District; State Board of Education Members; University of Michigan Regent; Michigan State University Trustee; Wayne State University Governor; County Prosecuting Attorney; County Sheriff; County Clerk; County Treasurer; County Register of Deeds; County Commissioner, 15th District; Justice of Supreme Court; Judge of Court of Appeals, 1st District – Incumbent Position; Judge of Circuit Court, 3rd Circuit – Incumbent Position; Judge of Circuit Court, 3rd Circuit – Non-Incumbent Position; Judge of Circuit Court, 3rd Circuit – Incumbent Position, Partial Term Ending 01/01/2023; Judge of Probate Court – Incumbent Position; Judge of District Court, 33rd District – Incumbent Position; Local School Board Member – Riverview and Trenton School Districts.
In addition, the following proposals are to be voted upon:
State Proposal 20-1
A proposed constitutional amendment to allow money from oil and gas mining on state-owned lands to continue to be collected in state funds for land protection and creation and maintenance of parks, nature areas, and public recreation facilities; and to describe how money in those state funds can be spent.
This proposed constitutional amendment would:
• Allow the State Parks Endowment Fund to continue receiving money from sales of oil and gas from state-owned lands to improve, maintain and purchase land for State parks, and for Fund administration, until its balance reaches $800,000,000.
• Require subsequent oil and gas revenue from state-owned lands to go into the Natural Resources Trust Fund.
• Require at least 20% of Endowment Fund annual spending go toward State park improvement.
• Require at least 25% of Trust Fund annual spending go toward parks and public recreation areas and at least 25% toward land conservation.

State Proposal 20-2
A proposed constitutional amendment to require a search warrant in order to access a person’s electronic data or electronic communications.
This proposed constitutional amendment would:
• Prohibit unreasonable searches or seizures of a person’s electronic data and electronic communications.
• Require a search warrant to access a person’s electronic data or electronic communications, under the same conditions currently required for the government to obtain a search warrant to search a person’s house or seize a person’s things.

TRENTON PUBLIC SCHOOLS
HOLD HARMLESS MILLAGE RENEWAL PROPOSAL
This proposal would renew the authorization of the Trenton Public Schools to levy up to 4.8990 mills for general school district operating purposes on taxable property in the School District to the extent that such property is not exempt from such levy. The existing authorization would otherwise expire after the 2021 levy. Under existing law the School District would levy on principal residence property only that portion of the 4.8990 mills necessary to allow the School District to receive the full revenue per pupil foundation allowance permitted by the State.
As a renewal of authority which expires with the 2021 levy, shall the limitation on the amount of taxes which may be imposed on taxable property in the Trenton Public Schools, County of Wayne, Michigan, be increased by 4.8990 mills ($4.8990 per $1,000 of taxable value) to the extent such property is not statutorily exempt, for twenty (20) years, the years 2022 to 2041, inclusive, to provide funds for operating expenses of the school district? This millage would raise approximately $1,191,000 in the first year of levy. Yes No

REGIONAL ENHANCEMENT MILLAGE RENEWAL PROPOSAL
Pursuant to state law, the revenue raised by the proposed enhancement millage will be collected by the Wayne County Regional Educational Service Agency and distributed to local constituent public school districts including eligible public school academies within the boundaries of the Wayne County Regional Educational Service Agency based on pupil membership count.
As a renewal of authority which expires with the 2021 levy, shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Wayne County Regional Educational Service Agency, Michigan, be increased by 2 mills ($2.00 per thousand dollars of taxable value) for a period of six (6) years, 2022 to 2027, inclusive, to provide operating funds to enhance other state and local funding for local school district operating purposes? It is estimated that 2 mills would raise approximately $90.4 million when first levied in 2022.
The revenue from this millage will be disbursed to public school academies within the boundaries of the Wayne County Regional Educational Service Agency which are eligible to receive enhancement millage under the Revised School Code and the following school districts:
Allen Park Public Schools, Crestwood School District, Dearborn City School District, Dearborn Heights School District #7, Detroit Public Schools Community District, Ecorse Public School District, Flat Rock Community Schools, School District of the City of Garden City, Gibraltar School District, Grosse Ile Township Schools, The Grosse Pointe Public School System, Hamtramck Public Schools, City of Harper Woods Schools, School District of the City of Highland Park, Huron School District, School District of the City of Lincoln Park, Livonia Public Schools, Melvindale – Northern Allen Park Schools, Northville Public Schools, Plymouth-Canton Community Schools, Redford Union School District, River Rouge School District, Riverview Community School District, Romulus Community Schools, Southgate Community School District, South Redford School District, Taylor School District, Trenton Public Schools, Van Buren Public Schools, Wayne-Westland Community School District, Westwood Community Schools, Woodhaven-Brownstown School District, Wyandotte City School District. Further, all persons voting in this election must provide appropriate photo identification or complete an affidavit in order to vote. Any person voting in this election must be: a citizen of the United States of America over eighteen years and a registered elector of the City of Trenton.
Voting precincts will be held in the following locations:
Precinct #1 Trenton City Hall, 2800 Third Street
Precinct #2, 3, 4, 5, 6 Westfield Center, 2700 Westfield Road
Precinct #7 Community Bible Church, 3700 Benson Street
All polling place locations are handicap accessible. To obtain election instructions in an alternative format (audio or Braille), contact the Clerk’s Office at 734-675-8600 prior to Election Day. This public notice is given in accordance with Section 168.653(a) of the Michigan Election Law as amended.
Absentee ballots are available. The deadline for obtaining absentee voter ballots for the General Election to be held on Tuesday, November 3, 2020, is Saturday, October 31, 2020, at 5:00 p.m. The City Clerk's office will be open from 8:30 a.m. until 5:00 p.m. on Saturday, October 31, 2020, for the above purpose. Deadline for obtaining absentee voter ballots to be mailed via first class mail is Friday, October 30, 2020, at 5:00 p.m. Persons qualified to vote absentee in the election may vote in person in the City Clerk's office up to 4:00 p.m. on Monday, November 2, 2020. Election Day registrants may obtain and vote an absentee voter ballot in person in the Clerk’s office. A sample ballot may be viewed at mi.gov/vote.
ELECTION NOTICE - PUBLIC ACCURACY TEST
Notice is hereby given that a Public Accuracy Test will be conducted for the purpose of certifying the program and scanning devices used to process voter ballots for the General Election to be held on Tuesday, November 3, 2020, in the City of Trenton, Wayne County, Michigan. Said Test is open to the public and any concerned parties may witness the test on Thursday, October 22, 2020, at 12:00 p.m., at Trenton City Hall, 2800 Third Street, Trenton, Michigan, 48183.
